an assistant cook on the German Steamer "China" which was char-
-tered ny the Russian Government to convey coal. The steamer
collided with a Russian Mine and sunk on the 18th. July, 1904,
while on its way to Vladivostock. Mr. Li Ka Ngo, the Chinese
Consul at Vladivostock then claimed compensation on behalf of
petitioner and informed him that according to Russian Law com-
-pensation would be paid when anyone was killed when on

Government business.On receipt of the above information pe-
-titioner applied to the officials of the locality and received
a certificate which he presented to the Russian Consul at Hong-
-kong and asked him to obtain the compensation for him but the
Consul told him that the compensation had already been paid
over to the Chinese Consul at Vladivostock. Two years have now
elapsed and the compensation is still unpaid. Petitioner is old
and poor and he therefore prays Your Ponour to communicate with
Mr. Li Ka Ngo, Chinese Consul at Vladivostock and obtain pay-
-ment of the compensation and petitioner will be ever grateful.
